Exchange won't bring much benefits when it comes to link building. Best way is to come up with quality contents and hopefully that will attract link bait. Or else, I would rather go for article directory submission which I think is more beneficial.

Agree, Google probably identifies bilateral links and do not give them any positive score for SERP (maybe even gives both pages negative score...)

If you need someone to undertake the link building for you
post your willingness to Hire Someone to do link building for you
    in the BST section http://forums.digitalpoint.com/forumdisplay.php?f=24
or find someone who has already posted there offering his/her service

Of course that trying to get one way links is much better...but if you want to exchange anyway try this free service but use it carefully...always searching for sites of a subject relative to yours and sites with the highest possible PR

Link exchange won't help much. try for gainning backlinks by participating in forums. do blog commenting, article submission.

I would not waste any time with link exchanges. Surf Google for related blogs, directories, forums and other outlets for links. Some are as easy as submitting a form. I would learn what rel="nofollow" means before you get started. Next, you should download the 'SEO for Firefox' tool by SEO Book. This tool has helped me immensely.
