Hmmm...there are a lot of type of "link building websites" 1. Link building company / seo firm 2. Link buying and selling portal like text-link-ads.com 3. Specific link building ie. Link Wheel Building I had never tried onewaytextlink out but I would recommend you use them with cautions. Most of too good to be true will be ended with a huge loss.
if you have budget and likes to spend on links, go ahead and be bold, google very unlikely to punich link buying. so the worst case is just waste money.
The main link building services that i've heard of are: Seolinkvine, AMA, MAN, UAW, and Free Traffic System. I have used some of these services and have seen some increase in the SERPS. Try and focus on link diversity and have a link building campaign ready if you are going to pay for these services. If you don't plan your link building you won't see any results either way =/
i don't use any particular company or site for building links.. i just use some website tools that helps on gathering links..
If you have little budget and time... better looks for e-books or books that has comprehensive tips and tutorials in link building so you can do it yourself...

IMO, I don't believe in penalty implemented by SE. if so, we'd simply submit our competitors to those pages. That said, you should be watching out for the quality of all the links you obtain - where they rank in Google is a good start, but using something like the Pg Strength tool can help, too. Anyway, since you are asking for a link site to help you to build a website. My friend suggest to use EvoGear.com it tells you on what tag should perform properly.
