    It's not a fixed number. It depends on how competetive the keyword is and how the competition is doing with SEO. If you make it better, you go up. :)

    I have even included an edu site that gave me backlink with 24 hours after posting my comment.

    Here's the technique: ( if you want to call it that)

    Avoid leaving spammy comments eg
    "I love your site" "Great site" or other vague comments that any bot can also post :)

    Read the site and leave comments relevant to the sites theme. An info you know in your heart, can be useful to its readers :)

    one thing with del.icio.us is they use no follow tags on the links. So i am not they will help much.
