You should be a little more lenient on your requirements, and also more clear.. you want 200 backlinks but is that google backlinks or yahoo backlinks? Also there is a reason people have Itrader usually if someone has 0 Itrader they cant request to get the work done and pay later, just my opinion but im pretty sure you will have trouble finding someone to do it under these terms.
