Are you talking about one way links to your site or outbound links?

Yes. Your site needs links from other sites to yours. They will bring you both traffic and PR (if they're dofollow).

There are lots of ways to do. For example, links in signature forums, blog comment, article submission, directory, and more.

You may learn all techniques and details from this forum. :p

I think eguynth mean one way back links.

There are plenty of methods to build links to a site. You should probably google it ( a lot of people have blogged about these methods ).

I will tell you some of them here:

    1. Directory submission
    2. Article submission
    3. Blog commenting
    4. Guest posts on blogs
    5. Forum posts

Keep in mind as your learning about link building that there are two kinds of link building. Link building for PageRank and link building for Anchor Text. Link building for anchor text is to help you get ranked for specific keywords.

As you know that quality back links do matter. Therefore you should be aware of the techniques required for getting back links. Also you can go for the directory submissions, article submissions, tweeting.., (twitter.com) make your followers and increase the popularity of your website which in the long run would benefit you....:)
