    - Link exchange? i am surprised people still do this!
    Trust me - do not do this. Not even because you can get penalty for this, but because it's an easy way to trick you out into giving one way links. Trust me there are ways.

    - Social bookmarking - is not link building technique - at least not for search engines. All the major bookmarking networks have no follows - so it's only good for yahoo and msn.

    To add a strategy:
    - forum link dropping, really great method if you have a lot of time on hand.
    - pay per post
    - referrer spam
    - blog/forum templates distribution
    - contacting web masters directly to ask for a link on their site

    anybody else wants to share?

    No way a website can be penalized because of link exchange it may be due to other factors also..

    Why you are so surprised? There are many websites which get very good SERPs in google by doing only link exchanges (of course not traditional link exchanges). Very competitive SERPs and they win the competitions. I know some. Of course they are doing three ways.

    -forum is very time consuming but I'm also doing it sometimes
    -pay per post is not a good option, especially if you pay for a blog post. Matt Cutts ever talked about this. Link exchange won't get you penalized (except you exchange links with spam sites) but pay per post (paid links) definitely will hurt the link seller
    - what do you mean with referrer spam? This is very time consuming and doesn't worth it

    -Wow, most webmasters in competitive niches (except newbies) won't give you free links except you have very special site. They want something in return.
