I am ready to pay for the links on Yearly basis but the Links need to be Relevent and PR 4+.

PR means zip, I would take a realated quality PR1 link over a un-related PR6 link every day of the week.

If your biggest requirement for link exchanges is PR, well all im gonna say is you need to re-evaluate your strategy..

 

I just say if needed, I didn't say that link exchanges are mandatory to get PR. I look for link exchanges for me to have link partners for related sites, not for PR.
