Looking towards ny SEO experience i would simply advice you to get your website completed.AS soon as you are done with its designing and development then you should start its on page optimization before going for off page.

Analyze your website niche spend some time for research. Concentrate on low competitive keywords and you will be able to rank high easier. Forum participation , article submission, blog posting and commenting will be the best.

Your new site should be "live" and have the necessary content in order for it to be indexed by the search engines. Eventually it will be ranked according to your keyword or anchor text that you will use in your link building efforts. Hope this helps.

If you have done well your on page optimization, Then All you need is to put all your efforts on off site techniques like forum posting, article submission, press release and many more techniques. first of all what you need to do is put your efforts more on Directory submission and RSS feed If you are have made your new website.

You should start link building after the completion of your website. Before starting link building you must complete the onpage of the website.

as everyone has suggested that link building should startonce the site is complete I would also like to tell you that go wild while building backlinks for your site.
it should start with keyword research
    site building
    content building with seo

focus on onsite seo first before you build link
and add content as much as you can

    then start link building

Start when its complete. Till then... just make a list who you are going to contact... what media you are going to use to get a link... and make a complete strategy

Yeah building links will only distract you from completing the website. Get some good content, then build links over time.

Like all I would also suggest to start the link building when the site will be ready to use by the user. Use your common sense what will your links worth when they result in nothing but disappointing the user when he will see that the site is under construction and also when the search engines crawl on them they will find nothing and will may come after a long time back on your site. So it can be harmful to start the link building before the site gets live.
