I want to say one thing..very first you have do On page optimization like set up your Google webmaster tool, then verify your site then submit your xml site map, < meta tag > optimiztion, then content optimization, alt tag(if you have image ) then you can start off- page work.

Its also cool to write high quality content to distribute, as it would generally get distributed to relevant sites without any efforts on your part. It might not be useful for links if its duplicate content, but it could pass relevant traffic.
Don't worry about getting penalized. As far as your work is honest, it really doesn't matter how many back links you form per day. Search Engines do check up for the credibility of the link and accordingly decide. So just chill and work hard!
