    I have a brand that is not even live yet that I want to target for New Jersey audience.
    what are the best methods off page for localizing the brand and ranking it in Google New Jersey IPs.

    Google Maps and for local serp optimization, you can do targeted ads. They convert well. For traffic, you can easily find out how to optimize by checking the profiles of your local competitor sites. If a competitor site is ranking well, you can only gain by trying to replicate their profile for your own brand. After this, you can then explore other offline branding options, to increase visibility of the brand.

    the best thing is to have a local address and add the business to google places. If this is a virtual product and you don't have a physical address, the next best thing and easiest thing to do is to get a good domain name w/ the keyword in it. (servicesinnewjersey.com).

    Additionally, due to hummingbird and previous releases, google has made a lot of changes to some local terms so it is important to take a look at how the results are displayed for the keywords you're searching for.

    - Firstly use geographically active keywords (i use Keyword Country for that and it really makes a difference)
    - Specify a targeted location in the webmaster tool
    - Obtain a ccTLD (if possible)
    - Add your website to local search engines & directories
    - Get backlinks from target country
    - Get active on niche related communities which are popular in your country
    - Get citations for your listings
