Yes directory submission still have weight on backlinks. try to get more and more backlinks this is a IMP factor of SEO. Quality Backlinks is must.
I've gotten best bang from: 1) Free Directories (relevant categories only) 2) Forum Signature Links (best results from Relevant forums that have KW matching my site's) 3) High PR links from authority sites. 4) Anchor Text links from "Profile" pages at various web portals (Linked in, Naymz, ProSpotlight, Viddia, etc) 5) No-follow links from high-profile sites like "Hubspot", "Yelp.com", "Yahoo Answers," etc 6) Link exchanges with RELATED sites (ones that have similar KW, like "Disc Jockey" or "Wedding")

You ask traffic and backlinks? In my honest opinions: blog commenting in your niche using keywords for SERP increase. Dofollow comments better.

Link exchanges / getting a link with your anchor text on blogs is the best in my opinion. Article marketting never was big in my book.
Networking/ Getting links from other sites in your niche is the most effective for me. If you get a link from someone who ranks in the top 20 for that term it can have an amazing effect on your site. Saying that I find this the most difficult of all of them (probably why the link appears to have more value). I tend to mix up all of these and do a little bit of each on a site. I find that if you focus just on one or two methods after a while they have less and less effect and you begin to run into problems. Mix it up as much as possible!
all are good but I prefer bookmarking for a regular work, directory twice a week, article twice a week, pr twice a week, forum posting daily, blog posting at weekends..
I dont think directory submissions have much weight on backlinks. Am doing the directory submissions from past 6 months, but didnt get much results from them. I think it has been decreased. Can you tell me on which we have to focus either on paid or free when it comes to directories????
Getting links from only one tactics like directory or bookmarking will not give you much SEO benefits. So we have to focus on all the factors and try to get the links from relevant niche. We can prioritise like what we should do first but dont forget to do everthing. I prefer Articels, Press release, social bookmarking , blog commenting , forum posting are the best to start with link building.
