    You can build any number of keywords optimized.
    try to build backlinks with all the keywords as anchor text.

    i think your 15 keywords are use in different pages so doing all off page activities for all pages and also collect some quality links for all page/keywords.

    Use your keywords in your title tag, heading tag, anchor text and content.

    It's simple, the main process will be to figure out which web pages fit with each keywords. Then, target those "specific" web pages only for those said keywords. Proper on-page optimization will also be needed.

    Get the content right just as has been suggested earlier. Then get some back links to the pages with the anchor text set to variations of the keywords you're targeting.

    I would avaoid targetting all 15 keywords on one page. Try to break them up into seperate pages, that way you will highly targeted quality pages that Google will love.
