Link Administration Software; not seeking links just managing them

    I'm doing a little side project and have decided I don't want to create a link management system from scratch again, so I've decided to ask you guys what would be good to use. Note that I'm not looking for link partners (or software that helps you find them), but just some software that will let me manage links on a variety of sites centrally. These are my requirements:

    - Can be hosted or local, though if hosted prefer being able to host it myself. Prefer .ASP/.NET applications if hosted.
    - Am looking for a paid solution, but unless it wipes my mouth for me and buys winning lottery tickets on its own I don't want to pay a monthly fee.
    - Multi-user
    - Ability to manage links across several sites, preferably without duplication; e.g. if I have ten sites that one link applies to I want to be able to apply that link to all ten sites, and not create 10 new links and then manually relate each of them.
    - Some automation around requests would be nice too; if I've already "linked up" a site and I use another site that's vaguely similar I'd like to be able to select a list of links and automatically send off requests for the new site. However I'd want complete control over the email template text.
    - Generation of link pages isn't too important as I have a solution already, as long as the database is ODBC accessible
    - Checking if people are linking back to you would be a plus
    - Would prefer not having "directory managed by XYZ software" at the bottom of the links page.

    Essentially I already have the link research people and I'm happy with their progress and tools. All I need is a way to centralize the links they do find and make, efficiently re-use those links when possible, and then ensure links are being maintained. Keep in mind that list of requirements above is mostly "wish list" stuff; please tell me any link admin software you use even if you feel it doesn't match some of the requirements. Thanks guys.
