limits on paypal account verified with VCC?

    how to verify paypal account with virtual visa card that has no bank account to send verification code?
    If account is verified what are limits and what are they (withdraw and sent money to paypal users)?
    Does it matter from which country is the nationality of card holders?
    if all this above is possible where I can take/buy a virtual visa to do this job?

    hii there there are no limits, verification process is similar to that one of a CC

    it does not matter which is the nationality

    You can buy it from many sources.

    Most non-US Paypal accounts do not need to have a bank account in order to have it verified.

    VCC is Similar to CC
    NO problem with that until you put yourself in trouble!
