Paypal will tell you exactly what you need to submit to get your account unlimited.

If you are unable to provide any documentation then your funds would be locked for 180 days and after which you can withdraw via check, bank account or credit card (depending on the country you sign up as). But the account would continue to be limited indefinitely.

If you use a VCC then you are pretty much out of luck if they ask for a credit card statement.

It is stated in the Paypal itself what do you need to submit.
    Click on the Resolution Center

    >> Check documents required .

If they need credit card statement then you are screwed because No One will provide you VCC statement.
