    Just forget about it. :p

If it was like 300$+, You could have purchased a fake documents and submit them to PayPal.

EDIT : I mean you'll have to submit Utility Bills which is just waste of time. Just change your IP's and all, and create a new account with different information. :p

$20 is a waste of time to deal with. Just change ips, clear cookies, and new.

I got my account limited too when some idiot paid for my WoW-account with stolen Paypal. :/
My problem is that it has few dollars minus balance. :D Can I just forget it and open new? Or, I actually have already opened a new one, but can Paypal notice that I have the other account when I withdraw funds/verify account?

Change your IPs to avoid tracking back.

Yes, sure you can do one if you're 18 years old.

Being under 18 years old is a real pain with paypal. They can limit your account or take your money just because they feel like it. Just open up a new account. $20 is pity cash, I give that much tip on a $100 job. My last account got limited with $500, and I'm just leaving it alone due to all the hassle.

When you signed up with Paypal, you agreed that you are 18 years old and above. If you signed up without being 18 years old then your lies would be a breach of contract and that would allow Paypal to terminate your contract with them. Once the bounds of trust is broken, you pay the price. If you want to blame, blame yourself and not Paypal.

In the real world, you cannot just lie and get away with it. You are responsible for the actions you have taken and you need to pay the price for your errors.

I know it stinks, but eddy is right on this one. You lied when you agreed to the ToS and now you have to pay the price for it. Get a parent or some trusted adult in your life to set up an account for you.

They will lock up the account and if the amount is big, they may send Collection Agency to your door to 'persuade' you to pay up. It is against your contractual agreement with Paypal to have an account with a negative balance.

You can only have 1 Personal and 1 Premier/Business accounts. Otherwise they can go limit your accounts.

Do not go break any terms of your contractual agreement with Paypal or else you will suffer the consequences.

Why do you have 1 verified and 1 unverified?

Verified? Unverified? What the difference anyway?

When they do limit an account, what does it mean?

Can you still pay through your own credit card linked to this account?
