    Its best to get started with a new account, because paypal will surely give you a hard time in restoring your account.

    yes this is correct, how ever, paypal will put youinto a lot of troubles first before getting your account restored.

    We can try but not sure.you need prrof address and photo ID.If you have then we can try.also i need to know why you use paypal like buy/selling.

    Limiting account access is a security measure we take to protect your account and keep PayPal safe. The process is similar to passing through a security checkpoint and being asked to show identification.     You can use two accounts if you have a proper reason, I use two accounts! One for business transfers and other one for privet use. Some times i transfer money between my accounts. Only you have to call them and tell real story! They will understand you
