Limit http speed

Hi,
is there a way to limit http download speeds globally? Using Apache.
I know it should be doable with iptables + tc but are there other (easier) ways?

There used to be mod_throttle and mod_bandwidth for apache but those seem to be not supported anymore?

 

use mod_cband http://codee.pl/cband.html it does what u need
