I'm like $3 away from reaching my $2000 sending limit.
If I add another, new credit card to my account, will it be lifted?
    If so, by how much?

Adding new credit card would not lift any limit if you already have a credit card in the account and have your account verified.

Contact Paypal and see what you can do to lift your limits.

Which country are you from ?

I live in the U.S. and I don't have a verified account, it just has a credit card attached to it.

I am not sure. I believe in the US, when you verify your account with a bank account you will still have a limit and to lift it, you add a credit card.

There are people who adds credit cards to their paypal accounts without completing the verification process for one reason or another and thus verification is important.

Paypal operates in over 190 countries/states and thus it is possible that the OP may be from a country which has some restrictions.

Then your only option is to open a US Bank account (a simple savings account should do) then add it to your paypal account and be free from all limits.

It should not be difficult to open a bank account in the US if you are in the US.
