    Hi

    Well I saw another user posting here with one of these links so I thought I'd ask Matt Cutts a question myself about penalties.

    All you need to do is login into your Google account and vote that it's a good question.

    It seems to have gotten a fairly decent response so far, 5-2.

    I'm quite curious about the answer to the question.

    What site it is... how ca enter G-username and password.. may be some spam which disturb my G-account

    Yeah, I thought the same, but it appears to be the genuine site
    on google servers.

    It's definitely owned by Google. Matt Cutt's set the website up to answer questions on youtube :)
