Go to any warez site, go download one of those templatemonster megapacks and start coding psd's. I'm gonna do that with 500+ or so templates, only on #3
TemplateMonster templates are already coded. I also can't imagine you would ever code 500 of those. 30 minutes * 500 = 250 hours of work...
I have a couple thousand PSD's from Template Monster and other places. I'm willing to code at least 500 or more to get to super guru/expert level. 250 hours of work isn't much.. what's that 3 weeks? I'll probably spend at least 3-4 hours between each, making sure it is perfectly semantic/accessible/almost pixel perfect-ish in browsers and maybe even make diff versions (liquid/elastic/pixelperfect/etc). Maybe I'll just choose distinct ones.. I dunno
Seriously, after coding 50 you won't improve from simply coding other people's designs. After 50 you will be proficient then to improve you need to read about new techniques and theory at reputable places like http://www.alistapart.com/topics/code/css/. Coding 500 would be a terrible waste of time.
Linking me to ALA Articles? I've read (most of the current/latest) ones already and I don't agree with some of the articles over there (like that "holy grail" technique which isn't a holy grail at all). On top of that, ALA is RARELY updated and the only place I learn techniques is probably efnet/freenode #css channels with some of the guru mods on there... still need to re-read the specs and everything on w3 though.. was always too lazy to fully read 'em. I'm already at a good status css-wise, but with different layouts I'll hopefully find the "perfect" source order and the most important thing for me (the whole point of this really) is to *master* image optimization and graphics (And I'm pretty decent at that as well but I think I need some more challenging graphics.)
What is there to master with 'save for web', 70% compression? I still don't think coding 500 layouts would benefit you any more than coding 50.
It's better in the long run for people who download Adobe programs, Macromedia, etc illegally and e-books, etc since they better themselves in their profession and that gets them a job, or a better job, which gives them money in the pocket to buy the actual thing if they prefer.
I'd just buy an earlier version of the programs you want to learn. Even CS2 programs have come down in price a lot on ebay or wherever. It means if you start using them professionally (i.e. for profit) then you can just buy the update version (CS3 atm). Also means your not doing anything illegal.
