They're fine as long as you don't ever have a problem. If you every have a glitch, you won't be able to help you since they have no idea what they're doing.
No matter how large the registrar, it isn't possible for ANYONE to register a .com domain for much less than $6.49. If you're going to a company like 1and1 (and I highly suggest you don't) and paying less than $6.49 for your domain, there is definitely going to be a catch. A company will take a loss on a product only if they think they're going to be able to get the money out of you some other way, and if you're paying less than $6.49 for a domain the company is almost certainly taking a loss. Dotster (where I buy all of my domains and hosting), for example, gives away 5 free domains with any new hosting package they sell (when a coupon is used). They can do that because, I suspect, they think it'll bring in new hosting customers who will keep their websites with them for life, and because they know that most of the people who register those domains will renew them with Dotster at the full price in a year. But a company that's just offering a $3 domain sounds sketchy to me. Read the TOS very carefully, and research the company before you buy. 1and1, for instance, has a history of making it very hard for people to transfer their domains to another company once they get sick of their crappy service. My best advice is that you get what you pay for. Establish a relationship with a reputable registrar to get a discounted price on their superior products. I get my Dotster domains for about $7.50, and all it took was a single phone call. No hassles, no worries, no problems. Dotster.

You could get an account with a fixed price on transfers for probably as little as $6, but I'd be shocked if you found a registrar who'd charge less than $6.49 as a flat fee for new registrations. Not only would I be shocked, I'd want to know who they are.
