Legality of linking to images from another site

Is it legal to link to images from another site. For instance, if I was to use an excerpt from a story on CNN.com would it be a problem to include an image from their story by way of linking to their image?

 

Yes; it is still their image. However, I seriously doubt CNN would care if you did it.

 

I do it all the time. If they send you a complaint, just take it down. No big deal.

 

Your going to hotlink images and steal their bandwidth? Not a bright idea.

I don't mean CNN in particular, it was just an example. What other issues can crop up in a news site?
