Legality of GPT Websites

    Just want to know if GPT sites are legal. I am setting-up one that's why I want to know it's legalities. What are things to be applied to make it legal? Are GPT sites ok with Paypal, and will my account be not limited if I will pay hundred s of members? Please help me... Thanks!
