No, not for every country. It will vary from nation to nation, and you would be best served doing your homework in advance.

I am not familiar with Aussie laws and can't say whether it would be legal to do something like from from Oz.

It matters where you host it and where you incorporate the business.
    Think offshore hosting.

As far as customer side, you'd have to put a disclaimer, and paying out if they ever do win might be odd.
Since you live in Australia, you'd need to check the laws there.

But again, as long as Australia doesn't have some long-arm rule, perhaps owning a business offshore (seychelles incorporated with offshore hosting as well) would be perfectly legal. That would require about 2k-7k (USD) startup cash though depending on the services used.

I would say no for good reason...(USA) anyway...even if it were allowed, you would be looking at some huge setup
costs...you would not be able to use any payprocessors ie:paypal (they do not allow gamble sites) and if you
got to accept MC/Visa, then you run into disputes...(fraud) I just bet $1000, so I will just dispute, or they
will say someone stole my creditcard, etc...I also see a slew of other potential state/govt legal issues and liabilities...

Essentially you would need to apply for a gambling license in every country in the world that required one, you would need a large pool of cash as a prize, and more importantly you would have trouble getting people to take part as it is very suspicious lol. Other then that, it would be a breeze! :p

That would be so much work if you're planning to do that.

Well, I think that would be difficult.
Since not all nations will agree to this.

    Especially for those countries that
is strict when it comes to gambling.

Aside form all of the practical considerations raised above the recent High Court case of Betfair Pty Ltd v State of Western Australia explored WA's restrictions on interstate trade in the context of telephone and internet gambling. The Court held that the restrictions to the degree to which they applied to Betfair was in contravention of s92 of the Australian Constitution and operated as an unfair commercial restraint on commerce between and within states. The decision is worth reading. It has something important to say about any Australian law that purports to restrict or control lawful out of state gambling operators from competing with in-state gambling operators. It lends support to the concept of a developed national and perhaps even an international market for the provision of wagering services on racing and sporting events by means of the internet. Betfair Pty Ltd v State of Western Australia Very good read.

Online Gambling is illegal in the developed countries *some, not all.
In the underdevloped, although its not technically illegal, but it is illegal anyway.

Therefore, most likely illegal. Unless you have a license to open a casino or gambling in your country, (*need license for gambling) in certain country. Else you could go to jail or be fine.
