    was wondering a few things...

is it legal to run a FREE multiplayer casino site?

is it legal to have people buy bidding credits and they can use those credits on goods (not money)?

just put up a TOS telling them that they agree to abide by their states laws on gambling, and that you take no responsibility for peoples actions, but will do something if someone is reported

all your problems are now solved

It wouldn't be legal in the US if you accept the transfer of funds for gambling. A bet to win something doesn't have to be cash to be illegal, just something of value.

    Section 5262 defines a bet:

    * as the staking or risking of property in order to win something of value based on the outcome of:

    a contest of others
    a sporting event, or
    a game subject to chance
