Recently someone was able to hack me though msn messenger. They had changed my passwords for my emails somehow and my paypal.

i was able to get my email and paypal back.

They was a payment made to someone on my paypal which I get reversed.

Can I take any legal action on this?

    FBI? Local Police? IC3?

LoL...... report it to your local police as fraud/ theft but if they are anything like the UK police, don't expect them to do anything

If the hacker got a little bit of brain cells he would be behind a VPN / sock for sure

You better lodge an official complaint at PayPal and be a little more careful at the hacking mails that seems to be coming from authorities but actually are not.

You can file a dispute and say it was fraudulent and hopefully they'll notify the proper authorities, or you can contact IC3 yourself, they work with that.

Rather than worrying about what's been done, you should worry about what to do about this sort of stuff in future
