If you don't know much about programming, you would need to find a qualified Magento developer to install the latest stable version of Magento. Then either hire a freelance website designer (or do it yourself if you possess the skills) or team to design how your website is going to look to the general public & function base on what features you want your ecommerce site to have. You need to decide on a budget on how much you wish to spend to have your online site design, developed and launched on Magento. Keep in mind you will also have to continuously update your site for any new releases which the company releases for Magento. Magento offers a Community version (which is Free) as well as two paid editions (Enterprise and Professional) for their shopping cart. For the lateral two options one of Magento's partners will develop your website for you. You have to decide on how much you're willing to spend to have a decent functioning ecommerce site.
