That looks more like a menu from a training company than skills you actually need. for starters if you have PHP you don't need ASP or ASP.net and vice versa.
When your getting started most needs can be met with optimise press and wordpress honestly. Trust me. I know six figure earners that just use that combo.

I actually went to college for Interactive Media Design, but I designed websites for years as a hobby beforehand. In reality, all you need to know on a basic level is Photoshop, HTML and CSS. Maybe a little jQuery to add plugins. You can make some great sites depending on how well you know those basics. Very few web guys know ALL of those skills. Either you come out as a 'Designer' or 'Developer'. Most times one is not good at the other.
Great list over there. I believe a good understanding in HTML and CSS is Good as a start for a website. I would like to learn more about scripting and flash to be able to develop a better site.
