Learn programming

    Aren't there any local courses you could follow? Those are mostly the best since you'll learn most from them. If there aren't, just search Google for web design tutorials and mess with software like Photoshop, DreamWeaver etc and you'll learn along the road ;)

    Yes, w3schools.com is best place for learning web development and web designing, And use dreamweaver for designing. It is best software for it.
