I'm going to go ahead and get self-righteous about this. More often than not, this "software" installs itself on peoples' computers. No one would willingly install software that allows pop-ups. If they want to see something, they will click on it. That's why people pay so much for PPC - because the people who get there actually want to be there and see your site / product.
Not only that but even if people do "agree" to have this installed, they don't do it because they "want" to see your pop-over/under ads. That's the last thing they want to see, that's why CPV isn't as easy as it's made out to be. No traffic source is a walk-in-the-park.
