I have spent the last few years doing well generating leads for a telemarketing team using Google Adwords and Yahoo. I'd like to expand the number of leads I generate and see afiliates as a possible solution. My biggest concern is that the action I wish to pay for: submitting basic contact details in exchange for a free brochure download - could easily be abused by potential afiliates. Because there is no way of filtering if a lead is 'real' or 'manufactuered' I don't really know the best way to control the difference between the two. I certainly don't want to pay afiliates for leads that are not genuine enquiries. Does anyone have any experience of doing something similar? If so, how did you go about it? Does anyone know a good afiliate program who might be able to help? Thanks for any feedback.
Sign up as a merchant at a well known cpa network. There are various cpa networks that have such anti-fraud mechanisms. You can learn about the best networks by doing a simple Google search.

PPC is just one way of getting traffic. If you sign up with a reputed cpa network, your affiliates will use all types of methods including all ppc engines, organic traffic, lists, social media, etc. to get the kind of traffic you need.
