    That would be agreed once an offer had been accepted. If you are interested make your offer and state whether you wish to pay the fee or not.

    I am quite happy to pay the fee if the offer is acceptable to me and I am happy with that. If the offer is too lowball then I would ask the buyer to pay the fee.
