Layout works in FF but not IE - Help!

I've been looking at this for way too long so I thought some fresh eyes could help me...

I've zipped up my CSS and html and included a screen shot. Thanks to anyone who can help.

The screen shots should show the problem... white background does not stretch enough in IE. I am open to any solution, including a rewrite if necessary. I have less than a year of experience so I'm still pretty new.
