Launching/Marketing a Political Forum

I am trying to start a political forum. For those that want to see it, it's www.politicalcrush.com. This is an area that I am not very versed in. I get the whole, links, content, and all of that but I know there is a technique to it. Bringing the right people in. Organic search is always where you want to be but that's long term. PPC is expensive and not always a great option. Perhaps I don't do it correctly, but I have always failed to see any positive gains from PPC and all I did was make Google's pockets a little fatter by running those campaigns.

So I know social marketing is a bit of the buzz over the last couple years but I have also faced challenges in this too. Without looking like SPAM I just can't seem to get the message across that I want members and an awesome community. So I am looking to DP for maybe some guidance. How would you launch this? How would you get new members? Content is currently being generated so I have that under control. It's more about reaching the intended audience for me right now.

Please don't just reply saying "buy links, or PPC". That's not very helpful for someone that has read so much on here since 2007. I need some real guidance, not just the top ten rules of SEO. This is a forum so I know it's different than ranking a blog. Any thoughts?
