Which are the best country locations in Law & Tax ?

The following topic is huge, but i will try my best to put together a good result in the end,
so you guys may just pick any of the question you know about

Tax:
-what are the best locations for a web business? -why are google and facebook in CA (Palo Alto) and Ireland?
-i read that a Limited on Malta pays max. $10k tax/year - cant be true?

Law (with examples):
(You dont need to plan any legal issues but just a big thing with a full user experience and all these Examples will be relevant at some point)

-Under which conditions must a big web business have multiple legal locations?
-Or can every site that has just 10.000 international users theoretically be held responsible for all differnt laws in 200 differnt countries?
