    1: produce the music yourself.
2: pay for rights to use the music.

I have no clue what it would cost to license out music rights,
but I would imagine it would not be a cheap process.

Think about Redbox, or those online renting out movies. They do not own
the movie rights, or the movies; I imagine they have contracts or
licensing rights in order to allow others to rent movies from them.

and you would not want to pay licensing fees just to allow others
to download for free, you would have to sell the music, and
most likely we are talking big bulks for license fees....

Think of it this way; If you did not create it, own it, then you
do not have any rights to giveaway or sell, and it does not matter what it is....

    Thank you very much
I do not want to spend too much money initially
I would like to set up a site to listen to music
Or download new tracks for me so that is not cost prohibitive

You did not imply the music was just for yourself...
No big deal if the paid music is just for you....
in that case; I am sure there are music clubs out there...
