Most of these are tips from 1998.... #1 is just absurd, #26 kills the credibility of the entire list.

ehm... for me gray hat.. is STILL black hat. black hat should not be on the list. but the other ones are kida cool. I would like to add. Social Network Sites creation like socialgo.com or ning.com. this ehances yousite greatly if you have steady traffic already
First off many of the things on your list sounds like marketing tips NOT SEO... I have taken your list and have removed everything that is either 1) not SEO 2) not NEW 3) is a bad tip... HERE IS WHAT IS LEFT: 1. NOTHING! Thanks.
Use caps where it is really a must. Anyways a collection of these are quite beneficial for the SEO wannabes.
