This is supporters forums. You can afford keeping domains, host account, run non-free directories... So I'm sure you can afford $10 one time fee and then having access to supporters forum.
Personally I find latest links more important than top hits. I noticed people submitting links, after approval, often check latest links to see if their listing exists. Whatever: it is always good to use mod rewrite for non-seo-friendly URL. Another thing is: whether we should use latest links and top hits or no. At least: make 'nofollow' or use redirect for listings URLs on such kind of lists.
I have the top hits/submit/latest links nofollowed. no need to pass link juice to the top hits listings.
the latest listings page is one of the strongest pages in a directory as it is the one that is updated the most and hence crawled the most. It can be used to help crawling the details pages. I forward the listings to the details pages in this specific page. the top hits page is not useful at all.
