Still the content and backlinks are dominating the ranking. If your site having an unique content with quality backlinks then your PR will improve automatically.

Google Panda is the Google's latest update on its algorithm. It requires websites to have a quality content that is useful to their visitors. Having a unique content is not just enough, it should also be valuable to your visitors.
Quality & Unique contents alone don't really boost your PR or rankings, in my opinion Networking, backlinking, SEO, etc
