laptop instillation cd question

    ok i am buying a laptop that does not have the os in ti, the guy said i have to install it with the cd,, well i have a cd thats for dell and he said it should work if you install ti with the laptop cause if you turn on the laptop, its black because of NO os software...

    can you tell me if this is the right software? this is what it says ON the front of the CD
