Language-localization and S.E masking

    Before you point it out let me say it clearly:
    I never used 'SEO black hat tactics' and it's not the issue.
    Google has practice localization of their local search interface for years, and I want to implement it as well.

    I want to enable different users (from various countries) to see different (translation) of the content instead of choosing the language from the navigation bar and then move to the specific language directory.

    I assume it works with a list of IP blocks (e.g 255.101.102) of each country and then convert or redirect the users to the desired page or url with the local language.

    My questions:
    1. How to ensure that Google and other S.E won't banned the site in suspicious black hat practice?
    2. Do you know a way to avoid the risk -maybe by email S.E's with detailed explanations and translation?
