I have come across a few sites with seo style footer links to thier own site. And i don't mean like a site menu.

    For example- anchor1, anchor2, anchor3.

All there links are to different pages but contain the same information, usually with one or two different words, which might be a town or city for example.

Are these called landing pages and are they important?

I an trying to boost a website in a very popular keyword category. At the moment the site is not listed despite the meta keywords are correct.

Does changing each paid title help index these pages?

Should the main paid titles also be printed on the webpages in h1 tags?

Use the keywords in links from other sites and H tags

I'm assuming you mean "page" title, yes each web page's title tag should be unique. The title tag should be a short relevant description of the web page; the meta description should contain a short relevant summary of whats on the web page itself. These should be made for humans and not search engines, remember the title tag and meta description element are what are displayed in search results.
