You can just go to imageshack.us Upload the image. Under windows assessories ->>sniping tools. Report the guy through the warning post for lying, fake trade ---> a mod will read it. Not sure if a mod will do anything. Reading it is 1 thing. You can try.

1. Yes it will. Fake iTraders are removed. I had one removed myself. 2. This one speaks for itself. 3. These types of threads are allowed if they can back up what they are saying with solid proof. 4. Staff intervenes when rules are broken. This "scam" involved fake iTrader being given. They obviously intervened. I hope that all the above things are clear to you.
