    i will focus on SEO because you can do it with free.
    Then i do check my site visitors , page rank , SERP and it would be best for the conversion rate if you selling something.

    Track it correctly to know how your website grow and success..

    Don't throw away money on promoting untill you know it is good why not ask people to review the site or ask if they like it.

    First start with CMS after getting your result you can go further. Create a such platform where people comes around you and can discuss their business related, jobs, marketing.....etc
