Build a portfolio for yourself...None of the clients here would wish to give you work unless you show them what your good at... You can learn Wordpress, make unique wordpress plugins, templates, designs and sell them. e.g You can create a nice design, convert it to wordpress template and sell them at Templates section in Buy & Sell Forum herein DP. Also you may list them in themes marketplace like Themeforest. Wordpress is most used CMS for blogs and people earn more money by blogging. You can start a blog related to web design, post useful HTML, CSS, PHP tutorials. Side by side monetize it using Advertising (Adsense, Affiliates(works best))
You need to go out and find clients who are willing to pay for your service. Try kijiji + craiglist and look for the people who are looking for a web designer/developer. As a freelance programmer, you will need to do everything yourself, unless you have some friends/peers who are willing to work with you. Good luck!
