Guys what he refers to is a PIN problem, i guess wait for 2-3 weeks after your 3rd PIN request , after that you should email them , i think they accept some personal details like a scan of bank document , goverment id card etc.
I belive there is also a phone PIN system , there is a google office in hyderabad , perhaps someone here might have a number.

Maybe things have changed since i signed up, but they stop displaying ads if you can't verify you PIN now? When did they start doing that?

Maybe there are no ads relating to your niche

One possible reason is there is no related ads to your content...

    I know this problem
The google tos say if you dont get the pin and verify your mailing address
then after three attempts all the money in your account is returned to the advertisers and your site will start showing PSAs and nor more paid ads
My advice- write to them and ask for taking into account a different mailing address and give them the reason why you think you didnt receive the mail
They will generally accept a mailing address change
meanwhile was it a business address or personal address (that also matters)
