Should I use lower or higher competition keywords/phrases on my website for SEO purposes if my site isn't ready to compete with well known competitors yet?

I think you are right first of all you should start your keywords with phrase then try to small keywords, because i think it should be easy to compete the small or single keywords after rank phrase keywords.

 

I suggest you do your market research first and then start on keyword research based on your market research findings. From your keyword research, build a list of low competition keywords to use. You can move on to the more competitive keywords once you start ranking for the low competition ones.
