Lets say you put a key phrase in a subdomain i.e. widgets.yoursite.com. When you go do widgets.yoursite.com all the content shows up and is geared towards the key phrase "widgets". Now what if I made another subdomain, i.e. ABCwidgets.yoursite.com, used the same content and just replaced the key phrase for that page. Would that be considered SPAM? What if you changed the content slightly so it's not exactly the same? In other words it will be the same site only different subdomain, same content (or slightly altered content) but different key phrase.
