Keywords for local business?

I'm working on a local roofing website that offers their services in one US state only. I tried to come up with as many keywords and then checked them on http://www.submitexpress.com/keytracker.php but for all of them, the daily search is not higher than 10 - 20. I guess it's not a lot. My another client's keywords' daily search are higher than 100 but he offers his services nationwide. What would be the best way to find the most popular keywords that will be the best for me? I add to every keyword NJ (New Jersey), maybe I should add a city name instead?

use adwords external keyword tool for your keyword search.

10-20 searches per day for one keyword in the local business is not really bad. if you can come up with a dozen or so such keywords, then you can get a little bit of traffic. besides, for local business offering roofing service, you dont need a whole lot of traffic. a few targeted traffic can send you one lead which will keep your client occupied for a week or so and make your client few thousand dollar. after all, roofing jobs are not cheap!

Well does your client (a roofer) perform roofing jobs across the country? Chance are no! So you should target local keywords!

Before optimizing a keyword, you need to analyze the keyword's traffic and value online so that you will be optimizing the right keyword for you.

Thank you for all responses. I figured out some phrases using the keyword popularity tool and then I checked them using the google insights. I'm already in the top 5 local business search for many popular phrases but I get only 20-30 visitors per day. Is there anything else I can do to do better??

Best way to find your key word would be in my opinion- dont go and use any tools . simply thinks what would your clients would search in search engines to get to your website
for example if you have a hunda dealership in LA
what would you want to promote .. what would have good conversation ?
lets see.. would someone that search for hunda alone be good .. hmmm no. to generic ..
would someone that looks for dealership be good .. might but still wont be as good.
    and so on

until you'll fine these keywords that works best

for the above case it would be
    Hunda dealership in LA
    Hunda car Dealership in la
    Hunda trunk stores in LA
    and so on..

    hopes that helps .
